Advice To The Government

In the event of a  no deal Brexit and assuming that HMRC fail to handle the expected customs chaos (they most certainly will fail) then simply waive the customs regulations and let goods/food come through unchecked.

Voila no need to stockpile!

This of course means you need to be pragmatic and inspiring. As is evident, the current prime minister and cabinet are not leaders capable of "the vision thing" or able to inspire us through the no deal scenario, hence sack May before "no deal" comes into effect!
